Philippine Health Secretary Esperanza Cabral has come under fire recently from the Roman Catholic Church for having government health workers hand out roses and condoms on Valentine’s Day.

Bishops issued angry statements slamming the Valentine’s Day distribution as immoral and called for the resignation of Health Secretary Esperanza Cabral, who ordered the campaign. One archbishop said that Cabral already “has one foot in hell.”

The bishops called for a ban on condom advertisements last week.

“The condom business is a multimillion dollar industry that heavily targets the adolescent market at the expense of morality and family life,” said Bishop Nereo Odchimar, president of the Catholic Bishops’ Conference of the Philippines. He called fidelity and premarital chastity “the only effective way to curb the spread of AIDS.”

Cabral, the health secretary, said she doesn’t take the church’s word lightly. “They are very powerful and they can sometimes be vicious,” she said.

But the Harvard-trained cardiologist, who was reshuffled to the Health Department from the Social Welfare Department in January, shrugged off the flak as something that comes with the territory.
“I feel it is just a job that I have to do because as the secretary of health I know that it is going to be very difficult for our country if we let … (AIDS) become an epidemic,” she told The Associated Press.

The church is also opposed to a reproductive health bill introduced in 2008 which would permit the distribution of contraceptives in government hospitals and allow public schools to teach sex education classes. This bill has yet to leave the House of Representatives.

At least we finally have it in writing…

A group of religious leaders representing various denominations released a 4,700 word manifesto today called the Manhattan Declaration: A Call of Christian Conscience, which formally declares their opposition to gay marriage and abortion, among other things.. The document also encourages Christians to resist and disobey laws contrary to their teachings on those issues.

“We pledge to each other, and to our fellow believers, that no power on earth, be it cultural or political, will intimidate us into silence or acquiescence,” it says.

The manifesto, to be released on Friday at the National Press Club in Washington, is an effort to rejuvenate the political alliance of conservative Catholics and evangelicals that dominated the religious debate during the administration of President George W. Bush. The signers include nine Roman Catholic archbishops and the primate of the Orthodox Church in America.

They want to signal to the Obama administration and to Congress that they are still a formidable force that will not compromise on abortion, stem-cell research or gay marriage. They hope to influence current debates over health care reform, the same-sex marriage bill in Washington, D.C., and the Employment Non-Discrimination Act, which would prohibit discrimination based on sexual orientation.

It is ironic that those who today assert a right to kill the unborn, aged and disabled and also a right to engage in immoral sexual practices, and even a right to have relationships integrated around these practices be recognized and blessed by law—such persons claiming these “rights” are very often in the vanguard of those who would trample upon the freedom of others to express their religious and moral commitments to the sanctity of life and to the dignity of marriage as the conjugal union of husband and wife.

The signatories for the document is a who’s who of the anti-gay religious establishment, including James Dobson, Maggie Gallagher, Bishop Harry Jackson, Bill Donohue and  Tony Perkins.

Preliminary results from a study commissioned by the nation’s Roman Catholic bishops were released this week and find that gays priests are neither more or less likely than straight priests to molest and abuse children, which is something of course we knew all along.

“What we are suggesting is that the idea of sexual identity be separated from the problem of sexual abuse,” said Margaret Smith of John Jay College, in a speech to the U.S. Conference of Catholic Bishops. “At this point, we do not find a connection between homosexual identity and the increased likelihood of subsequent abuse from the data that we have right now.”

The question has been raised repeatedly within and outside the church because the overwhelming majority of known victims were boys. As part of the church’s response to the crisis, the Vatican ordered a review of all U.S. seminaries that, among other issues, looked for any “evidence of homosexuality” in the schools.

Yet, many experts on sex offenders reject any link between sexual orientation and committing abuse. Karen Terry, a John Jay researcher, said it was important to distinguish between sexual identity and behavior, and to look at who the offender had access to when seeking victims.

The bishops commissioned the $2 million study as part of widespread reforms they enacted at the height of the abuse crisis. The scandal erupted in 2002 with the case of one predator priest in the Archdiocese of Boston, then spread to every U.S. diocese and beyond.

Almost 14,000 molestation claims have been filed against Catholic clergy since 1950, according to tallies the bishops have released in recent years. Abuse-related costs have reached at least $2.3 billion in the same period.

Hopefully someone from the Catholic church will send a memo to Bill Donohue, President of the Catholic League, who in the clip below calls priest abuse a “homosexual” problem.

Unhappy with the “tenor and  doctrinal content of addresses given at annual assemblies,” former San Francisco Archbishop William Levada,  now head of the Congregation for the Doctrine of the Faith (CDF),  has initiated an investigation of the Leadership Conference of Women Religious (LCWR), the largest women’s religious leadership organization in the country.

The Vatican assessment has become necessary, according to Levada, because at the 2001 meeting between the women’s leadership conference and the Congregation for the Doctrine of the Faith, which took place in Rome, the women were invited “to report on the initiatives taken or planned” to promote the reception of three areas of Vatican doctrinal concern: the 1994 apostolic letter Ordinatio sacerdotalis, the 2000 declaration Dominus Jesusfrom the Congregation for the Doctrine of the Faith, and “the problem of homosexuality.”

In a 1986 letter written by then Cardinal Joseph Ratzinger, now Pope Benedict, to the world’s bishops, he wrote: “Although the particular inclination of the homosexual person is not a sin, it is a more or less strong tendency ordered toward an intrinsic moral evil; and thus the inclination itself must be seen as an objective disorder.”

I’m glad at least that they can look at my disorder objectively.

The LCWR has long been at odds with Vatican over their more open and modern attitudes toward gays and lesbians. Back in 1999 they expressed sadness over the termination—by the CDF no less—of gay-supportive services provided by the New Ways Ministry in Maryland.

We respectfully acknowledge those congregations’ longstanding support of their members’ efforts to educate and challenge society to recognize the human rights and pastoral needs of persons who are lesbian or gay. Sister Gramick and Father Nugent, in the course of their long ministry, have consistently affirmed the essential dignity of each human being and have worked to change attitudes that, unchecked, have led to derision and physical violence against lesbian and gay people.

We regret the suffering and sense of alienation experienced now by those who have found ministry a reflection of God’s love for them in the ministry of Sister Gramick and Father Nugent.  We applaud the SSND (School Sisters of Notre Dame) decision to establish a fund that will support an individual in pastoral ministry to those who are lesbian and gay as an authentic expression of the congregation’s  charism.

The current Executive Director of LCWR Sister Jane Burke, helped establish that fund. Later in 2002 LCWR issued a letter to the New Ways Ministry …

In the spirit of lived eucharistic communion, we members of the national board of the Leadership Conference of Women Religious wish to express our gratitude to you and your staff for your compassionate presence in ministry to our gay and lesbian brothers and sisters in the Church.  We recall the words of our bishops in their pastoral letter, “Always Our Children,” affirming that all are children of one God.

I applaud LCWR for moving their faith into the 21st century, and hope they and their ideals can survive until a more inclusive and sympathetic Pope becomes head of the Catholic Church. In response to the investigation LCWR has issued the following statement:

“At this time, LCWR knows neither the process nor timeline for completion of this assessment. As more information is made available to LCWR, the conference will take the appropriate steps to prepare for its participation in the assessment. LCWR faces this process with confidence, believing that the conference has remained faithful to its mission of service to leaders of congregations of women religious as they seek to further the mission of Christ in today’s world.”

Prefect William Levada should be wary of what closet doors he chooses to open, as he has a host of skeletions hiding in his own closet.
